Wycombe, William Petty, Earl of (1737 1805)
Better known as Lord Shelburne, he was also Marquis of Lansdowne, and a supported of parliamentary reform. On Rockingham's death while Prime Minister in 1782, George III sent for Shelburne, a more amenable politician to the king's way of thinking. Thus Burns in 'A Fragment': "Then R-ck-ngh-m took up the game; Till Death did on him ca', man; When Sh-lb-rne meek held up his cheek, Conform to gospel law, man..."
He is also mentioned in Burns's 'Here's to them that's awa' a political poem in favour of the 'Buff and Blue'; i.e. Fox's party.
