Elected a bailie of Dumfries when John M'Murdo was elected Provost in 1794, and at the ensuing entertainment, Burns scribbled. "Baillie Swan, Baillie Swan, Let you do what you call, God ha' mercy on- honest Dumfries But e'er the year's done, Good Lord! Provost John Will find that his Swans are but Geese.'
Burns's prophecy proved correct. Swan was 'voted off Council' by 1796.
