Graham, James, later third Duke of Montrose (1755 1836)
Succeeded his father, the second Duke in 1790. He was member of Parliament for Richmond in 1780, and in 1794 for Great Bedwin, in Wiltshire, when Burns wrote 'The Author's Earnest Cry and Prayer' in which he described Graham as 'that glib-gabbet Highland baron'. During Pitt's office, Graham held the posts of President of the Board of Trade, Postmaster General, Paymaster of the Forces, and Lord Justice General. Has was Chancellor of Glasgow University from 1780 until his death. The Greville Memoirs contain a disparaging estimate of his character and abilities. But he obtained for the Highlanders permission to wear their national dress, which had been prohibited by law as a consequence of the Rising of 1745. He was also astute enough to 'only affect to complain' of the Scottish climate when he met Dr Johnson, lest as Boswell tells us,. 'if he had spoken as favourably of his country as he really thought, Dr Johnson might have attacked it'.
